After the PreCrime Division was shut down, he wanted the PreCogs to be under his control, but he failed to do so when it is announced that the PreCogs would go free.

Director Blomfeld reinitiated his search for the Precogs in hopes of using their abilities to predict attacks from Memento Mori and other terrorist fractions. After the Senate Intelligence Committee cut his funding started working off the books with the private sector. he teamed up with the defense contractor, Thurn-Tippett who agreed to fund his operations and in exchange, they receive the precogs who would become a corporate asset.
